Wappello man charged with sexual assault; police investigate social media harassment

On Wednesday May 19th, 2021 the Wapello Police Department received a report regarding a sexual assault that had taken place in Wapello during the early morning hours.
An investigation ensued from May 19th to May 27th 2021. An interview of the suspect and witnesses, evidence collection, as well as a full investigation was completed.
As a result, current registered sex offender Dustin Bibens, age 28, of 518 S. Main St. in Wapello, IA was taken into custody by Asst. Chief Parker at approximately 11:00pm on Thursday May 27th, 2021.
Bibens was charged with class C felony 3rd degree sexual abuse. Sexual abuse in the third degree carries a “mandatory” prison term upon conviction. The maximum term is ten years in prison.
Dustin was also found to be using other person’s facebook accounts and sexually harassing females in and around Wapello, IA. Dustin was using the name “Dustin Long” and using an account under the name of “Regina”.
The Wapello Police Department asks anyone from Wapello to contact our Department if you have been a victim of this individual and have received messages of similarity.
Bibens is also currently on probation and additional charges for these offenses are forthcoming.
Assisting in this investigation was the Great River Medical Center and the Louisa County Attorney’s Office.
Bibens is being held at the Louisa County Jail on a cash only bond.
