Staff report on pit bull ordinance to be presented at Thursday’s city council meeting


A presentation and policy discussion on animal control ordinance(s) for the City of Muscatine will highlight the Muscatine City Council In-Depth meeting Thursday (October 14). The public is welcome to attend but no public input will be permitted at this time.

City Council directed staff during their March 5 meeting to prepare a change to the “Keeping of Pit Bulls” ordinance (Title 6, Chapter 9) for future Council consideration. The presentation on Thursday was produced by City staff in response to that request and includes insights and research conducted on animal control regulations. In particular, staff researched policy options related to the keeping of potentially dangerous and/or dangerous animals from breed bans to regulation of dangerous animals based on behavioral traits.

While Thursday’s meeting will be a review and discussion with City staff, City Council acknowledged the need for public input and has set a special meeting for public input on Thursday, October 28. Details on that meeting will be announced following approval by Council.

The public is welcomed to attend the In-Depth session in person, but a virtual meeting will also be available for those who want to view the proceedings and take notes on the presentation (virtual meeting details below).

The City of Muscatine does not require wearing a mask, but does urge the public to follow Public Health and CDC recommendations for wearing a mask indoors whether vaccinated or not.

The City Council will also hear a presentation entitled “Budget Basis Financial Statement Overview for the Year ending June 30, 2021” from Finance Director Nancy Lueck. Despite the uncertainties due to the COVID-19 Pandemic, the City Muscatine ended the fiscal year in good financial shape thanks to cost saving measures instituted by each department and deferred items approved by Council.
