Sycamore and side streets, closed from East 8th to East 11th Street – Voice Of Muscatine


Sycamore Street was closed to traffic Wednesday in preparation for the start of Phase 6 of the West Hill Sanitary and Storm Sewer Separation Project. The closure also includes East 9th from Iowa to Sycamore, East 10th from Iowa to Cedar, and East 11th from the alley between Iowa and Sycamore to the Sycamore intersection.

Milling of the Sycamore Street surface will take place today, Friday, July 7, followed by the removal of marked trees starting July 10. Excavation to begin the operation of separating the combined sewers will begin on Wednesday, July 12, in the 800 and 900 blocks of Sycamore.

KE Flatwork of Eldridge, Iowa, was awarded the contract for Phase 6A and 6B by the Muscatine City Council earlier this month. See color coded map for work areas and the tentative schedule of work. All dates are weather dependent.

The first milestone for the two-year project (Phase 6A) will include underground work to separate the combined sewer with the laying of new pipe and new pavement on Sycamore from East 8th Street to just past the East 11th Street intersection.  Phase 6A is tentatively scheduled to be completed by November 30, 2023, weather permitting.

The second milestone (Phase 6B) includes underground work and repaving on Cedar Street from East 8th Street to just past the East 9th Street intersection. Work is tentatively scheduled to begin June 3, 2024, and be substantially completed by August 9, 2024.

Phase 6 work also includes Sycamore Street to Fulliam and Fulliam from Cedar to just past Nelson Drive. All work for Phase 6 has a final completion date of December 31, 2024.

Drivers should be aware of additional street work that is currently underway in Muscatine.

  • Lucas Street is closed from the intersection with Logan Street to Fletcher Avenue as pavement removal and repaving begins as part of Phase 5 of the West Hill Storm and Sanitary Sewer Separation Project. The final section of Phase 5 work, Climer Street from Logan to Lucas, will begin after Lucas is reopened to traffic.
  • Fulliam Avenue is closed between Kindler and West Acre Drive as removal and replacement of the pavement is currently underway. The project is tentatively scheduled to be completed August 11, weather permitting.
  • Muscatine Power & Water (MPW) is wrapping up work to replace their water main on Grand Avenue between Lake Park Boulevard and McArthur Street. This block will remain close to through traffic until the project is completed.

Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.
