Four presentations are on the agenda for the Muscatine City Council October In-Depth meeting including an overview of the budget basis financial statements for FY 2022-2023, the Sidewalk Inventory Project, an update on the Canadian Pacific and the Kansas City Southern merger, and proposed improvements to City boards and commissions.
The Council meeting begins at 6 p.m. and the public is welcomed and encouraged to attend the session in person.
Several options are available for those who want to watch the proceedings but cannot attend in person. The City Council meeting will be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2). A virtual option is also available for who want to watch the proceedings on their desktop, laptop, tablet, or smartphone. Information on joining the virtual session is listed below.
Finance Director Nancy Lueck will lead the presentation on the budget-basis financial statements for the fiscal year ended June 30, 2023. The budget-basis statements are used for the Annual Financial Report to the State that is required to be filed by December 1 of each year. The informational presentation will include an overview of the actual General Fund revenues, expenditures, and ending fund balance, the General Fund balance history, and actual ending fund balances for all Operating Funds compared to the Revised Estimate projections.
Public Works Director Brian Stineman will review the Sidewalk Inventory Project that Public Works staff completed this summer, and lead a discussion on future sidewalk programs and funding options. Five zones were created for sidewalk inspection and assessment with an intern hired to walk the zones and inventory all sidewalks. The inspections were completed from May through August 2023 with a report providing a percentage of sidewalks that were acceptable, unacceptable, or “missing” within the city, and streets that do not have sidewalks on one or both sides.
City Administrator Carol Webb will provide the City Council with an update related to the Canadian Pacific Railway’s acquisition of Kansas City Southern Railway, and an update on the Community Investment and Settlement Agreement with Canadian Pacific Railway.
Webb will round out the meeting with a discussion of improvements to the City boards and commissions.
