A nearly half million-dollar contract to revitalize the lagoons at Weed Park in Muscatine along with a quarter million project for Wayfinding sign fabrication and installation is set to be approved by the Muscatine City Council during their meeting today.
Two lagoons located on the north side of Weed Park will be renovated and repaired starting later this summer pending approval of a $442,172.25 contract with Sulzco, LLC, of Muscatine. The work will address the drainage flow into the lagoons and include bank stabilization, lagoon dredging, trail development, bench pods, duck island stabilization, and the repair of lagoon leaks. The replacement of the observation deck will be bid separately with an estimated cost of $40,000.
The City of Muscatine contracted with Corbin Design in January 2023 for the creation of a Wayfinding Master Plan that would, among other things, inspire the development of a program that would have a positive impact on commerce and economic activity within Muscatine and be designed to attract visitors. That plan was completed and the Muscatine City Council adopted the Wayfinding Master Plan in January 2024. The implementation of that plan begins with the Council approval of a $243,204.00 contract with Geograph Industries to fabricate and install wayfinding signage.
City staff is recommending the installation of two monument signs on Highway 61 north and south of Muscatine since the bid from Geograph Industries came in less than the amount of available funding for the first year of the project phasing.
In other action items, the City Council be asked to:
- Set a public hearing on June 20 regarding revisions to Title 7, Chapter 5 of City Code (Automated Traffic Enforcement) to bring City Code in line with recently enacted state code;
- Set a public hearing on June 20 to hear public comments regarding the Muscatine Indoor Sports Complex;
- Accept completed work on the Grandview Avenue Sidewalk Extension Project and the Replacement UV Disinfection System Project;
- Approve an agreement with Fruitland for law enforcement and emergency services;
- Approve and agreement with the Human Society to support the City’s provision of Animal Control Services; and,
- Approve a docking lease agreement with American Cruise Lines.

The City of Muscatine will no longer be offering a virtual option for the City Council meetings following consensus by the Muscatine City Council to discontinue the virtual meeting option at the present time.
