Three public hearings are part of a very busy night for the Muscatine City Council Thursday including a hearing on adoption of a revised code of ordinances, a proposed zoning change at Hershey and Green, and the voluntary annexation of property into the City of Muscatine.
The public is welcomed, and encouraged, to attend in person when the Council meets at 6 p.m. Thursday in the City Council Chambers at Muscatine City Hall. The meetings are open to all individuals regardless of language spoken or disability. Carver Corner is a prime riverfront property containing a5.6-acre site of city-owned land with plenty of redevelopment potential. To facilitate this redevelopment the City has submitted a preliminary/final plat that redraws the property lines. The new plat was approved by Council July 17 and will accommodate the redevelopment of the acreage and the upcoming realignment of the Hershey Avenue/Green Street intersection.
The second part of the process will be rezoning the site, which is the subject of the second public hearing. The first reading of an ordinance amending the Zoning Ordinance of the City of Muscatine will be heard later in the Council meeting.
The Council will also be asked to approve a $6.954 million contract with Merit Construction Company to build the Muscatine Indoor Sports Complex at Soccer West. Funding for the project comes from private donations, a State of Iowa grant, allocations from Muscatine County and the City of Muscatine, and the HNI Trust. It is anticipated that, if approved, the facility will be completed in Spring 2025.
A request for a supplemental purchase order for the project to demolish the property at 417 Mulberry was tabled on July 18 but is back on the agenda this week. The work was halted as the demolition contractor, Valley Construction, discovered a shared wall between 417 Mulberry and the building at 413 Mulberry. The Council has the option to approve the $177,697 to build a new support wall at 413 Mulberry and allow the demolition of 417 Mulberry to continue.
The Council requested a second option of purchasing Flickinger and demolishing both buildings. That would also require the City to purchase a suitable location for Flickinger to move to. The total price tag to purchase and demolish 413 Mulberry and purchase a suitable replacement could be double or triple the requested cost for building a new wall.
Also on the agenda are a:
- Request to accept a $314,956 TSIP grant from the State of Iowa DOT for the Fulliam Avenue and Houser Street Mini Roundabout;
- Request to approve a purchase agreement between the City of Muscatine and Downtown Investors, LLC (911 East 2nd Street);
- Request to enter into an engineer services agreement with McClure Engineering Company for the design of the relocation of the dredge dewatering site;
- Request to approve a professional services agreement with Bolton & Menk for civil engineering services related to the proposed Law Enforcement Training Facility; and,
- Request(s) to approve several purchase orders for various departments.
