Three police honors to receive life saving award at City Council meeting – Voice Of Muscatine

MUSCATINE, Iowa – Three Muscatine Police officers will be recognized for their life saving efforts during the Muscatine City Council meeting Thursday. The award presentations to Corporal Mitchell Griffin, Officer Kassy Middaugh, and officer Matthew Wilkinson will come after the swearing in of three new firefighters.

The Council meeting begins at 6 p.m. in the City Council Chambers on the second floor of Muscatine City Hall, 215 Sycamore Street. The public is welcomed, and encouraged, to attend the meeting in person.

The three Muscatine officers will be honored for their response to a medical emergency call on December 18, 2023, involving an unconscious male in cardiac arrest. The officers quickly assessed the situation, began CPR, administered a shock from an AED, and then worked with Muscatine Fire paramedics to prepare the victim for transport. The victim was semi-conscious and had a pulse before transport. The exemplary teamwork is credited with saving the victim’s life.

Prior to the award presentations, Muscatine Mayor Brad Bark will swear in firefighters Griffin Wilder, Dustin Bartels, and Samuel Martin.

Two contracts for construction work are set to be approved Thursday including the Grandview Avenue Sidewalk Extension Project, and the Clark House Elevator Modernization Project. City Council will also be asked to set a public hearing on May 2 for several items from the Muscatine Municipal Housing Agency, and set an April 18 public hearing on a grant application to purchase an electric bus.

The City Council will also be asked to:

  • Approve the bargaining agreement between the City of Muscatine and Chauffeurs, Teamsters, and Helpers Local 238 covering the Police Bargaining Unit;
  • Approve the bargaining agreement between the City of Muscatine and Chauffeurs, Teamsters, and Helpers Local 238 covering the Blue/White Bargaining Unit;
  • Set the dates for the Free Tire Drop Off Week (July 8-13) and Free Electronics drop Off Week (July 15-20) at the Transfer Station; and
  • Enter a services agreement with Bolton & Menk, Inc., for the design of Fulliam Avenue Phase 2 and Fulliam Avenue Phase 3.

The Council meeting begins at 6 p.m. and the public is welcomed, and encouraged, to attend the session in person.
